Duncan and North Cowichan have more oil furnaces per street than almost anywhere on the Island, and oil-to-heat-pump conversions carry the largest BC rebates: up to $13,000 income-qualified for a ducted or three-head system, $11,000 for two heads, $7,000 for a single head. Older homes in the Old Town and along the river often sit on 60 to 100 amp service, so the electrical upgrade is planned into the same project.
